The story of CAPT's representation begins with Western, Murch & Associates, founded in 1985 by labor union veterans Dan Western and Ken Murch. CAPT members may recognize Ken Murch, who remains active in the association as a respected retired labor relations consultant.
Western and Murch were approached by a group of Psychiatric Technicians who sought to break away from their existing union and create a new one that better represented their unique needs. CAPT was born from this collaboration.
When Dan Western retired in 2003, the firm became Murch, Bassoff & Associates, Inc., with Steve Bassoff stepping in as Ken Murch's new partner. The firm continued to provide CAPT with critical representation services, including contract negotiations, legislative advocacy, and individual representation for members in grievances and disciplinary matters.
In 2012, Ken Murch retired, and Steve Bassoff continued leading the firm until his retirement in 2016. At that point, the remaining consultants—Ann Lyles, Carol Wiesmann, and Coby Pizzotti—formed Lyles, Wiesmann, Pizzotti & Associates, Inc. (LWP) to continue providing CAPT with the full range of association management services.
LWP's dissolution at the end of 2024, coinciding with the retirements of Ann Lyles and Carol Wiesmann, prompted CAPT to bring its headquarters staffing in-house. This transition reflects CAPT's ongoing efforts to ensure a seamless transition, continuity, and efficiency in its operations while enhancing the Board of Directors' engagement in managing CAPT's affairs.
Sean Bedrosian
General Counsel and Chief Contract Negotiator
Sean Bedrosian joined CAPT in 2014. Bedrosian's primary duties involve providing legal representation to CAPT members in adverse action appeals before the State Personnel Board and licensing/certification appeals. He also serves CAPT at the bargaining table as the chief contract negotiator. Bedrosian provides advice and assistance to the Board of Directors, CAPT officers, and job stewards on a wide range of legal issues, including Unfair Practice Charges filed with the Public Employee Relations Board, as well as enforcement of the CAPT MOU through the grievance and arbitration process.
A native of Sacramento, Sean earned his B.A. in Political Science and Philosophy from the University of California, Santa Barbara. He received his J.D. from William and Mary Law School in Virginia.
Christine Caro
Director of Communications and Media
Christine Caro joined CAPT in 2015 as its communications consultant. Caro is responsible for the association's internal and external communications. She is the managing editor of the Outreach magazine and is responsible for the design, content, and distribution of print and electronic communications and publications. She manages media contacts, writes press releases, and maintains the CAPT website. Caro organizes several CAPT programs, including CAPT's scholarship program and the CAPT officer elections process. She serves on the Joint Labor and Management Psych Tech Apprenticeship and 20/20 Committees and maintains and updates CAPT's State Constitution, Bylaws, and Operating Policies.
Before joining CAPT, Chris spent 16 years with the California Newspaper Publishers Association, where she worked in policy research and development, legislative advocacy, governmental affairs, communications, and managing statewide journalism competitions.
Caro earned her B.A. in Political Science and Rhetoric and Communications from the University of California, Davis.
Carrie Green
Accounting and Financial Services Manager
Carrie Green joined CAPT in 2024. She provides accounting services for the association's day-to-day financial operations, oversees the chapters' monthly financials, and provides accounting training to the chapters as needed. She also develops all financial reports for the association's annual audit and serves as the event coordinator for CAPT's Annual Meeting.
Before joining CAPT, Carrie worked 20 years at Mistretta Associates/MMRS Accountancy Corp, managing client engagement and tax deadlines and maintaining accurate books. Her skills include tax return preparation, payroll processing, financial reporting, QuickBooks general ledger entries, accounts payable and receivable, and client invoicing and collections.
Aislynn Taylor
Office Coordinator
Aislynn joined CAPT in 2025. Vital to CAPT’s daily operations, she keeps the office running smoothly and provides administrative support. Her responsibilities include general office duties, maintaining CAPT’s membership and retiree databases, and assisting with administrative tasks for the Board of Directors and CAPT staff.
With over eight years of experience in nonprofit healthcare, Aislynn brings a strong background in program management, stakeholder engagement, and outreach. She comes to CAPT from the California Telehealth Resource Center, where she developed and managed federally funded programs to improve healthcare access and operations.
Kim Souza
Northern Corrections Chapter President and Statewide Representative
In addition to her chapter duties as President of the CAPT Northern Corrections Chapter, Kim Souza has taken on a new role as a statewide representative. Kim handles state department notices, coordinates meet-and-confers between the State and CAPT and assists chapter leadership with their contract grievances. Kim also serves as CAPT’s building manager, managing board-approved contractual agreements with outside vendors.
Kim brings over three decades of experience as a Senior Psychiatric Technician, with the last 15 spent at the California Department of Corrections and Rehabilitation. Kim has been an active and dedicated union member for over twenty years, starting as a CAPT Job Steward and progressing to Chief Steward and Vice President of the Northern Corrections Chapter. Since 2016, Kim has proudly served as the Chapter President for the Northern Corrections Chapter, where she continues to advocate for her fellow members with diligence and integrity.
Carlos “Chuck” Garcia
Metro Chapter President and Statewide Representative
In addition to his chapter duties as President of the CAPT Metropolitan Chapter, Chuck Garcia has taken on a new role as a statewide representative. Chuck is responsible for handling state department notices, coordinating meet and confers between the State and CAPT, and assisting chapter leadership with their contract grievances. Chuck also oversees CAPT's Grievance Management Software, designed to manage contract advocacy workflow and track and monitor CAPT's representational activities and progress.
Chuck has been a Psychiatric Technician and dedicated member of CAPT since 1998. He began his career at Metropolitan State Hospital that same year. His leadership journey within CAPT started in 2006 when he was appointed Secretary/ Treasurer for the Metro Chapter. This was followed by his election as Vice President in 2010 and, subsequently, Chapter President in 2016. Chuck continues to be a vital force in supporting and advancing the rights of Psychiatric Technicians at Metro and throughout the state.
Coby Pizzotti
Lobbyist and Political Consultant
Coby Pizzotti has been CAPT’s chief lobbyist and political consultant since 2012, bringing nearly 28 years of experience in labor and politics. Following the dissolution of LWP at the end of 2024, upon the retirements of Ann Lyles and Carol Wiesmann, Pizzotti transitioned into a new professional role while continuing to represent CAPT as a non-exclusive consultant. In this capacity, he remains a key advocate for CAPT at legislative hearings on public employee labor, safety, working conditions, wages, and benefits. He continues to be CAPT’s voice on state hospital safety issues and within the coalition of labor organizations, testifying at policy hearings affecting Psych Tech licenses and fees and advising the CAPT Board of Directors and Political Action Committee on political campaigns and independent expenditures.
Pizzotti’s expertise in public policy and legislative strategy was shaped by his years working for state legislators, Assembly Speakers, labor organizations, and political campaigns. As a consultant to Assembly Speakers Herb J. Wesson, Jr. and Fabian Núñez, he played a pivotal role in drafting political positions for the California State Assembly Democratic Caucus. His career includes extensive work developing public policy, drafting legislation, shaping state budgets, and crafting legislative and political strategies. Before joining CAPT, he served six years as a political advocate for the California Statewide Law Enforcement Association, solidifying his reputation as a strong and effective voice for labor.
