Contract negotiations inch forward, more work remains

On Nov. 1 and 2, CAPT bargaining team members met with the state to continue our negotiations on the remaining critical issues, including overtime, swaps and vacation. Although team members bargained well into the night on both days, little movement was made. Some progress was made with regard to overtime, but little in the way of our vacation and swaps.
On Article 5.1, Overtime, the state approved our latest proposal in which we agreed to wait to reduce the MOT limits to 5 beginning July 1, 2017, but they still want to exclude DDS, which we cannot accept. With regard to Article 5.7, Exchange of Days off, we have yet to secure language that ensures our 16-hour swaps. Lastly, on rticle 6.2, Vacation Leave, the state is still proposing takeaways.
“You have repeatedly told your CAPT leadership that overtime, exchanges and vacation are of the utmost importance,” said State President Eric Soto. “The state does not agree with you. If we cannot get the state to agree with us on these issues, we will be turning to the membership for our next course of action.”
Our next negotiations are scheduled for Dec. 6 and 7. CAPT’s bargaining team members are prepared to stand their ground during these upcoming negotiations. The negotiating team will not settle for anything less than what the members have communicated.
