CAPT Members Ratify TA by 92.9%!

On August 14, 2025, after months of negotiations that began on April 1, CAPT reached a Tentative Agreement (TA) with the State of California. We are proud to report that CAPT members have since ratified the agreement by an overwhelming 92.9%.
Member Participation Matters
Every CAPT member received ratification materials by mail and had the opportunity to attend a chapter ratification meeting during the last week of August. At these meetings, Bargaining Team members, including Chief Negotiator Sean Bedrosian and CAPT State President Eric Soto, explained the TA’s provisions, answered questions, and gave context about the tough bargaining challenges we faced. Member turnout and participation played a vital role in moving this agreement forward.
Highlights of the Agreement
This three-year contract, covering July 1, 2025 through July 1, 2028, secures meaningful improvements, including:
Economic Gains: A 6% General Salary Increase—3% immediately upon ratification (to be paid with 5 hours of Personal Leave Program time per month for two years, which can be banked) and another 3% on July 1, 2027.
Benefit Protections: Suspension of the 4.5% OPEB deductions until July 1, 2027, with a gradual three-year phase-in; plus State coverage of 80% of health plan cost increases from 2026–2028.
Recruitment & Retention: Continuation of Psychiatric Technician Recruitment and Retention Differentials at high-vacancy facilities.
Workplace Protections: Stronger limits on overtime, expanded vacation bidding rights, and requirements that outside registry staff float before BU 18 employees.
Accountability & Oversight: Annual meetings between CAPT and the State to review registry staffing, with commitments to reduce reliance on private contractors and promote civil service employment.
What’s Next
With member ratification complete and legislative approval already secured, our MOU now awaits the Governor’s signature. Once signed, the labor agreement between CAPT and the State will be fully ratified and in effect through July 1, 2028.
