CHCF delivers approved MAR to CAPT
MAR establishes set days off
The 2017 Lift and Shift directed the release and transfer to CDCR the Department of State Hospital programs operated inside prison facilities. The Lift and Shift of the psychiatric programs from DSH to CDCR gave CDCR complete control and responsibility for the psychiatric programs and personnel located at those prisons. Consequently, it was only a matter of time before CDCR/CCHCS would begin implementing its scheduling policy within the California Health Care Facility’s Psychiatric Inpatient Programs.
Last January of 2020, CDCR/CCHCS noticed CAPT of its intention to change the CHCF PIP schedule from the DSH rotating model to the CDCR set days off model. CAPT attended a preliminary meeting with CHCF to discuss the changes, but CHCF did not have an HQ-approved Master Assignment Roster to provide at the time. CAPT had to reschedule the meeting pending an approved MAR. The COVID-19 pandemic further delayed the issuance of an approved MAR.
CAPT has recently obtained and is in the process of reviewing the HQ-approved MAR, which eliminates rotating cycles and establishes set days off. Your CAPT representatives will meet in person with CHCF management at Stockton on June 24 to discuss the 70/30 Post and Bid split and other issues relative to the schedule change.
