On March 14, CAPT will meet with state department representatives to discuss the ‘Lift and Shift’ proposal and its impact on Bargaining Unit 18 members working at the affected facilities. CAPT expects to have all departments present at this important meeting, including the California Department of Corrections and Rehabilitation, California Correctional Healthcare Services, California Department of State Hospitals and California Department of Human Resources.
As previously reported, Gov. Brown’s proposed 2017-18 budget contained a Lift and Shift plan that directs the release and transfer, effective July 2017, of three DSH mental health facilities to CDCR/CCHCS. The affected DSH programs and employees include those operating and working inside California Health Care Facility-Stockton, Salinas Valley State Prison, and California Medical Facility-Vacaville.
The proposed transfer and release of the psychiatric programs from DSH to CDCR would give CDCR complete control and responsibility for the psychiatric programs and personnel located at those prisons. The transfer raises a host of questions, some of which include our probationary periods and Post and Bids, not to mention others that we have yet to anticipate, which is why we need your help. As part of its meeting preparations, CAPT wants to hear from you, your input, questions, and concerns on Lift and Shift. Please send your comments and inquiries to your local chapter president ASAP (contact information provided below). CAPT will collect your input and present it for discussion at the March 14 meeting.
